One of its most debated provisions, Article 10, allows alternative service methods such as service by mail, service through judicial officers, or direct service through agents \u2014 but only if the receiving country does not object. Some nations, however, object to all forms of Article 10 service. In these jurisdictions, litigants must serve documents <strong>exclusively through the designated Central Authority<\/strong>. mixed regimes.<\/strong> Some major jurisdictions (e.g., <strong data-start=\"7631\" data-end=\"7644\">Indonesia, United Arab Emirates<\/strong>) are <em data-start=\"7650\" data-end=\"7655\">not<\/em> parties to the Convention; which means, service depends on local law, letters rogatory, treaties, or court-ordered alternatives. Others are Contracting States but allow some parts of Article 10 \u2014 for example, some countries permit 10(a) postal channels but not 10(b)\/(c); <strong data-start=\"7923\" data-end=\"7941\">United Kingdom<\/strong> and <strong data-start=\"7946\" data-end=\"7963\">United States<\/strong> generally do not object to Article 10). These countries do not fall under the <span style=\"text-decoration: underline;\"><em>&#8220;Central Authority-only group&#8221;<\/em><\/span> and thus aren\u2019t listed in the Quick Reference Guide being shown in this article.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-723ce19 elementor-widget elementor-widget-heading\" data-id=\"723ce19\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">What \u201cCentral Authority\u2013only\u201d really means<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e901217 elementor-widget elementor-widget-text-editor\" data-id=\"e901217\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p data-start=\"1390\" data-end=\"1603\">Under the Convention, every Contracting State designates a <strong data-start=\"1449\" data-end=\"1470\">Central Authority<\/strong> to receive incoming requests for service from abroad. When a State <strong data-start=\"1538\" data-end=\"1588\">objects to all of Article 10 (a), (b), and (c)<\/strong>, it is saying:<\/p>\n<ul data-start=\"1605\" data-end=\"1907\">\n<li data-start=\"1605\" data-end=\"1699\">\n<p data-start=\"1607\" data-end=\"1699\">You <strong data-start=\"1611\" data-end=\"1622\">may not<\/strong> serve defendants in that State by ordinary mail\/courier under Article 10(a).<\/p>\n<\/li>\n<li data-start=\"1700\" data-end=\"1814\">\n<p data-start=\"1702\" data-end=\"1814\">You <strong data-start=\"1706\" data-end=\"1717\">may not<\/strong> go directly to a local bailiff, court officer, huissier, sheriff or similar under Article 10(b).<\/p>\n<\/li>\n<li data-start=\"1815\" data-end=\"1907\">\n<p data-start=\"1817\" data-end=\"1907\">You <strong data-start=\"1821\" data-end=\"1832\">may not<\/strong> hire private agents or process servers to drop papers under Article 10(c).<\/p>\n<\/li>\n<\/ul>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2e13203 elementor-widget elementor-widget-text-editor\" data-id=\"2e13203\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p data-start=\"1909\" data-end=\"2409\">In short, your default (and usually only Convention-compliant) lane is to prepare a <strong data-start=\"1993\" data-end=\"2021\">formal Article 5 request<\/strong> to the Central Authority, attach translations if required, and wait for official execution and a Convention certificate of service.
