Service Delivery Policy

Stellar Konsulting LLC (“Stellar Konsulting,” “we,” “our,” or “us”) provides domestic and international service of process, legal document delivery, court filing support, document reproduction, legal translation, investigative and research support, and related legal support services.

This Service Delivery Policy explains how we receive, process, coordinate, and complete service assignments.

1. Service Requests

Clients may request services through our website, email, telephone, or other approved communication channels.

To begin an assignment, clients may be required to provide:

  • The legal documents to be served or processed;

  • The full name of the person or entity to be served;

  • The recipient’s address and other available identifying information;

  • Court and case information;

  • Applicable deadlines;

  • Specific service instructions;

  • Translation requirements, where applicable; and

  • Any other information reasonably necessary to perform the requested service.

Stellar Konsulting may request additional information or documentation when necessary to properly process an assignment.

2. Review and Acceptance of an Assignment

Upon receiving a service request, Stellar Konsulting may review the documents, instructions, location, applicable procedures, deadlines, and other relevant information.

An assignment is not necessarily accepted merely because an inquiry or request has been submitted.

An assignment becomes accepted when Stellar Konsulting confirms the engagement and, where applicable, receives the required payment or authorization to proceed.

We reserve the right to decline an assignment where the requested service is unlawful, impractical, outside our capabilities, or cannot reasonably be performed in accordance with applicable requirements.

3. Commencement of Services

Once payment has been received and the assignment has been accepted, Stellar Konsulting may begin work immediately.

Work may include:

  • Reviewing and organizing documents;

  • Verifying service information;

  • Researching applicable service procedures;

  • Identifying and coordinating with local process servers;

  • Coordinating with foreign agents or service providers;

  • Preparing service materials;

  • Arranging translations;

  • Contacting courts, authorities, or other organizations;

  • Arranging document delivery;

  • Conducting address or recipient research;

  • Preparing filing or submission materials; and

  • Performing other administrative or professional activities required for the assignment.

Payment therefore authorizes Stellar Konsulting to begin processing the matter.

Cancellation and refund matters are governed by our separate Cancellation & Refund Policy.

4. Domestic and International Service

Stellar Konsulting provides service of process and related support in jurisdictions throughout the United States and internationally.

International assignments may involve different procedures depending on the destination country and the nature of the documents.

Depending on the circumstances, service may involve procedures under:

  • The Hague Service Convention;

  • The Inter-American Convention on Letters Rogatory and Additional Protocol;

  • Regulation (EU) 2020/1784 where applicable;

  • Letters Rogatory;

  • Local or domestic service procedures;

  • Informal or alternative service methods where legally available; or

  • Other applicable international or local procedures.

The appropriate method depends on the destination jurisdiction, type of document, nature of the proceeding, applicable treaties, local law, and specific case circumstances.

5. Local Process Servers and Service Providers

For assignments requiring service outside our immediate operating locations, Stellar Konsulting may coordinate with independent or affiliated process servers, foreign agents, investigators, couriers, translators, filing services, attorneys, or other service providers.

These providers may perform services in accordance with the laws, regulations, professional requirements, and customary practices applicable in their jurisdiction.

Stellar Konsulting will make reasonable efforts to select and coordinate appropriate service providers for the assignment.

6. Service Attempts

The number and timing of service attempts may vary depending on the assignment, destination jurisdiction, available information, recipient availability, local procedures, and client instructions.

Unless a specific number of attempts is expressly included in the agreed service, Stellar Konsulting does not guarantee a particular number of attempts.

Additional attempts, additional locations, updated addresses, investigations, or other work outside the original scope may require additional fees.

7. Service Timeframes

Stellar Konsulting will make reasonable efforts to process assignments promptly and in accordance with applicable deadlines.

However, service timeframes may vary substantially depending on:

  • The destination country or jurisdiction;

  • The applicable service procedure;

  • Recipient availability;

  • Accuracy of the address provided;

  • Court or government requirements;

  • Central Authority processing;

  • Translation requirements;

  • Local holidays and business hours;

  • Geographic location;

  • Weather or transportation conditions;

  • Government or court delays;

  • Requirements imposed by local authorities; and

  • Other circumstances outside our reasonable control.

Any timeframe provided by Stellar Konsulting should generally be understood as an estimate unless a specific deadline or service commitment has been expressly agreed to in writing.

8. Client Responsibilities

Clients are responsible for providing accurate, complete, and timely information.

The client should ensure that documents and instructions supplied to Stellar Konsulting are current and appropriate for the requested service.

The client is responsible for notifying Stellar Konsulting promptly of any changes to:

  • Recipient information;

  • Address information;

  • Court deadlines;

  • Case status;

  • Service instructions;

  • Document versions; or

  • Other material information affecting the assignment.

Delays or additional costs resulting from incomplete, inaccurate, or outdated information supplied by the client may be the client’s responsibility.

9. Translations and Document Requirements

Certain jurisdictions or service procedures may require documents to be translated before service or submission.

Where translation services are requested or required, Stellar Konsulting may coordinate professional translation services.

The client is responsible for ensuring that the correct documents and language requirements are identified for the assignment.

Translation requirements may vary depending on the destination jurisdiction, court, Central Authority, recipient, or applicable treaty or local law.

10. Court Filings and Government Procedures

Where requested and available, Stellar Konsulting may assist with court filings, government submissions, document reproduction, certification, delivery, or related administrative services.

The time required for these services may depend on the applicable court or government authority.

Stellar Konsulting does not control the processing times, decisions, requirements, or actions of courts, government agencies, Central Authorities, or other governmental bodies.

11. Proofs of Service and Service Reports

Where applicable, Stellar Konsulting or the responsible service provider will provide a service report, affidavit, declaration, certificate, proof of service, or other documentation reflecting the outcome of the assignment.

The format and contents of the final documentation may vary according to the destination jurisdiction, service method, service provider, court requirements, or applicable law.

Where a formal proof of service is required, the client should advise Stellar Konsulting of any specific court or jurisdictional requirements before service begins.

12. Unsuccessful Service

Stellar Konsulting does not guarantee that a recipient will be located or successfully served.

Service may be unsuccessful because a recipient cannot be located, refuses service, is unavailable, has moved, is protected by local restrictions, or for other reasons outside our reasonable control.

Where appropriate, Stellar Konsulting may recommend additional attempts, address research, skip tracing, alternative service methods, or other available options.

Additional services may be subject to additional fees.

An unsuccessful service attempt does not by itself constitute a failure to provide the contracted service.

13. Client Communication

We may communicate with clients by email, telephone, text message, or other agreed communication methods regarding the status of an assignment.

Clients should provide contact information that is regularly monitored.

Clients are responsible for promptly responding to requests for additional information or instructions when a response is necessary to continue the assignment.

Failure to provide requested information or instructions may result in delays or additional costs.

14. Assignment Completion

An assignment will generally be considered completed when Stellar Konsulting has performed the services included in the agreed scope of work and has provided the applicable report, proof of service, filing confirmation, delivery confirmation, or other completion documentation, where applicable.

An assignment may also be considered completed when the agreed number of service attempts or other contracted activities have been performed, even if the intended recipient was not successfully served.

15. Circumstances Beyond Our Control

Stellar Konsulting is not responsible for delays or inability to complete services caused by circumstances beyond our reasonable control.

Such circumstances may include:

  • Government or court delays;

  • Changes in laws or regulations;

  • Central Authority delays;

  • Natural disasters;

  • Severe weather;

  • Transportation disruptions;

  • Civil unrest;

  • Strikes;

  • Public health emergencies;

  • Security restrictions;

  • Recipient conduct;

  • Incorrect or incomplete information;

  • Changes in jurisdictional requirements; or

  • Other events beyond our reasonable control.

We will make reasonable efforts to communicate material delays and, where appropriate, discuss available alternatives with the client.

16. No Guarantee of Outcome

Stellar Konsulting will make reasonable professional efforts to perform services in accordance with the agreed scope and applicable requirements.

However, we do not guarantee that:

  • A recipient will be located;

  • A recipient will accept service;

  • Service will be completed on the first attempt;

  • A court or government authority will accept a filing;

  • A foreign authority will process a request within a particular timeframe;

  • A particular method of service will be accepted by a court; or

  • The client’s underlying legal objective will be achieved.

Questions regarding the legal sufficiency or strategic use of a particular service method should be directed to the client’s attorney or other appropriately licensed legal professional.

17. Additional Services

If circumstances require services beyond the original scope of work, Stellar Konsulting may notify the client and provide information regarding any additional fees before proceeding where reasonably practicable.

Additional services may include additional service attempts, additional addresses, recipient research, skip tracing, translations, courier services, court filings, document retrieval, or other work not included in the original assignment.

18. Relationship to Other Policies

This Service Delivery Policy should be read together with Stellar Konsulting’s:

  • Privacy Policy;

  • Terms & Conditions;

  • Cancellation & Refund Policy;

  • Cookie Policy;

  • Complaints / Dispute Resolution Policy; and

  • Other applicable website policies.

In the event of a conflict, the applicable policy governing the specific subject matter will apply, subject to applicable law.

19. Changes to This Policy

Stellar Konsulting may update this Service Delivery Policy from time to time to reflect changes in our services, procedures, technology, applicable laws, or business practices.

The revised Policy becomes effective when published on this website unless otherwise stated.
